How does immigration work in Panama?

Panama is one of the few countries in the world where permanent residence is issued directly, without an intermediate residence permit, and in some cases in 30–45 days. This makes it unique compared to most Latin American jurisdictions, where the standard route takes years.

Panama's migration system is built around investment programs: the state welcomes capital and offers in return a predictable and fast path to residency status. Depending on the program, this is either immediate permanent residence or a residence permit with a simple transition to permanent status after a set period.

Panama uses the US dollar as its main means of payment and has a territorial taxation system - income from sources outside the country is not subject to local tax. After 5 years of permanent residence - the right to naturalization and a Panamanian passport.

Temporary status, which is issued under a number of programs as an intermediate step before permanent residence. Travel documents are separate from residency

Since the 2025 reform, a marketing mythology has emerged around Pasaporte Especial. It is often promoted as an alternative to a second passport, but the legal nature of the document is different.

The RULATAM team studied the norms of Ley 493 de 2025: this document is issued to residents of the Qualified Investor and Rentista Retirado categories, but it does not mean recognition of Panamanian citizenship.

This is an auxiliary tool and not a replacement for a national passport. Useful as an additional travel tool for citizens of Belarus without valid passports.

Panama offers several routes: Qualified Investor Visa (investment from $300,000 with permanent residence in 45 days), Self-Solvency Visa (from $300,000, 2-year residence permit with transition to permanent residence), Private Income Retiree (deposit $225,000 for a Travel passport), as well as the Forestry Investment environmental program (investment in forests from $100,000).

This depends on the selected program. With the Premium Investor Visa (QIV), the entire application process can be started remotely, and you will only fly to Panama once to collect your completed cards. The remaining programs (Retiree, SSV, Forestry) require two visits: the first (10-15 days) to open accounts and submit an application, and the second to receive an ID card after approval.

This is a special 5-year travel document of Panama, available to certain categories of residents. It is available through some investment programs, including Private Income Retiree and Qualified Investor (QIV). The entry regime into specific countries depends on the nationality of the applicant and the rules of the destination country.

The fastest way is the Qualified Investor Visa (QIV), where the official resolution is issued 30-45 days from the date of confirmation of the investment. Investments in forests (from $300k) also have an accelerated track - 60–180 days. Conventional programs require waiting up to 6 months or issuing a temporary residence permit for 2 years before obtaining permanent residence.

Yes. But the origin of funds must be prepared in advance for banking and investment compliance: documents for the sale of an asset, confirmation of the source of funds and a clear financial history.

To maintain permanent residence status, QIV investors only need to visit Panama once every two years for at least 24 hours. However, if your goal is to obtain a Tax Residence Certificate (Certificado de Residencia Fiscal), the tax office requires that you have ties to the country and stay in Panama for at least 180 days a year.
